Claim Rejections - 35 USC § 102
The following is a quotation of the appropriate paragraphs of 35 U.S.C. 102 that form the basis for the rejections under this section made in this Office action:
A person shall be entitled to a patent unless –
(a)(1) the claimed invention was patented, described in a printed publication, or in public use, on sale, or otherwise available to the public before the effective filing date of the claimed invention.
Claims 1 and 8 are rejected under 35 U.S.C. 102(a)(1) as being anticipated by Yang (US. 2015/0326265 A1).
In Regards to Claim 1:
Yang teaches a portable charger (100), comprising:
a housing (2) having an accommodating cavity (See Reproduced Drawing 1) and an avoidance recess (See Reproduced Drawing 1) formed in an outer surface; a first plug-in assembly (See Reproduced Drawing 1) comprising a first plug (241) rotatably connected to the housing (2) and a locking element (25/13) movably connected to the housing (2), wherein the first plug (21) is rotatable between a plug-in position in which the first plug (241) is protruded out of the outer surface of the housing (2) and a storage position in which the first plug (241) is accommodated in the avoidance recess (See Reproduced Drawing 1), and the locking element (25/13) is movable between a stop position for limiting the rotation of the first plug (241) at the storage position and an unlocking position for avoiding from the first plug (241); and a charging assembly (1/2) comprising a battery (11) and a control board (21) both arranged in the accommodating cavity (See Reproduced Drawing 1), wherein the control board (21) is electrically connected to the first plug (241) and the battery (11).
In Regards to Claim 8:
Yang teaches the portable charger according to claim 1, wherein the housing (2) comprises a slideway (See Reproduced Drawing 1); the locking element (25/13) is slidably connected to the slideway (See Reproduced Drawing 1); and the locking element (25/13) is slidable between the stop position and the unlocking position.

Allowable Subject Matter
Claims 2-7and 9-10 are objected to as being dependent upon a rejected base claim, but would be allowable if rewritten in independent form including all of the limitations of the base claim and any intervening claims.
The prior art of record fails to teach or fairly suggest these limitation as substantially described in claims 2-7and 9-10, these limitations, in combination with remaining limitations of claims 2-7and 9-10, are neither taught nor suggested by the prior art of record.
