DETAILED ACTION 1. This office action is a response to the Application/Control Number: 18/203,231 filed on 05/30/2023. Continued Examination Under 37 CFR 1.114 2. A request for continued examination under 37 CFR 1.114, including the fee set forth in 37 CFR 1.17(e), was filed in this application after final rejection. Since this application is eligible for continued examination under 37 CFR 1.114, and the fee set forth in 37 CFR 1.17(e) has been timely paid, the finality of the previous Office action has been withdrawn pursuant to 37 CFR 1.114. Applicant's submission filed on 04/29/2026 has been entered. Claims Status 3. This office action is based upon claims received on 04/29/2026, which replace all prior or other submitted versions of the claims. -Claims 12, 21-37 are cancelled. -Claims 1, 3, 4, 6, 9, 10, 14, 18, 19, 20 are amended. -Claims 1- 11, 13-20 are pending. -Claims 1- 11, 13-20 are rejected. Notice of Pre-AIA or AIA Status 4. The present application, filed on or after March 16, 2013, is being examined under the first inventor to file provisions of the AIA . Priority 5. Acknowledgment is made of a continuation of PCT/CN21/71823 filed 01/14/2021. Response to Amendments/Remarks 6. Applicant's remarks/arguments, see page 9-11, filed on 04/29/2026, with respect to Claim Objections have been considered in light of applicant’s claim amendments, remarks and claims as presented. Claim objections pertaining to Claims 3, 11 are withdrawn. 7. Applicant's remarks/arguments, see page 9-11, filed on 04/29/2026, with respect to REMARKS/ARGUMENTS, Claim Rejections – 35 USC § 102 & 35 USC § 103 have been considered but are not persuasive and are moot because the arguments do not apply to the grounds of rejection including new grounds of rejection, being used in the current rejection. Applicant amends claims which now require a scope with claim limitations previously presented in the alternative and not required together. Furthermore, remarks with respect to any applicable Dependent Claims have been considered, and are not persuasive and are moot for the same reasons noted above, and are not persuasive at least via dependency to the independent claims and via individual rejections addressing the specific claims. The rejection has been revised and set forth below according to the amended claims (see Office Action). A. Applicant in applicant’s remarks, utilizing independent claim 1 (i.e. also representing claim 19, 20), indicates: see page 9 (ln 24-25 ) that : “Lee fails to disclose or teach the criterion "a cell with a longest valid time" as recited in amended claim 1”, B. The office action respectfully contends longest remaining absolute validity time period is a specific form of limitation a longest valid time and therefore longest remaining absolute validity time period continues to teach the subject limitation. C. Based at least on the teachings of LEE presented above, applicant’s remarks pertaining to claim 1 (i.e. also representative of parallel features in other independent claims 19, 20) are not persuasive since LEE contrary to applicant’s remarks continues to disclose the subject claim limitation of applicant’s contention. Applicant is respectfully directed to the grounds of rejection including new grounds of rejection of claims submitted, including Claim 1, 19, 20. The rejection has been revised and set forth below according to the amended claims (see Office Action). Claim Objections 8. Claim 1 is objected to because of the following informalities: A. Regarding claim 1 – Claim 1 recites “selecting at least one criterion from among following criteria: a cell with a shortest distance between a cell center and the wireless communication device, a cell with a longest valid time , , ranking a plurality of candidate cells based at least in part on a selected at least one criterion”. The office action notes limitations separated by a recitation “or” are interpreted as presented in the alternative and not required together i.e. for the purposes of patentable weight and where limitations subsequent to “or” such as “ranking a plurality of candidate cells based at least in part on a selected at least one criterion” are subject to interpretation of not being required together i.e. for the purposes of patentable weight. This office action interprets the placement of “or” as a possible inadvertent typographical error associated with amendments made by applicant. Should applicant contend otherwise, and for verification purposes, applicant is requested to appropriately address, amend as applicable, applicant’s intent and objective for the claim language noted. Examiner interprets the subject claims listed as best possible. Claim Rejections - 35 USC § 102 9. In the event the determination of the status of the application as subject to AIA 35 U.S.C. 102 and 103 (or as subject to pre-AIA 35 U.S.C. 102 and 103) is incorrect, any correction of the statutory basis for the rejection will not be considered a new ground of rejection if the prior art relied upon, and the rationale supporting the rejection, would be the same under either status. The following is a quotation of the appropriate paragraphs of 35 U.S.C. 102 that form the basis for the rejections under this section made in this Office action: A person shall be entitled to a patent unless – (a)(1) the claimed invention was patented, described in a printed publication, or in public use, on sale or otherwise available to the public before the effective filing date of the claimed invention. 10. Claims 1-2, 5, 19, 20 are rejected under 35 U.S.C. 102(a)(1) as being anticipated by LEE et. al (US 20220167221 A1) i.e. “LEE”. Regarding Claim 1. Claim Rejections - 35 USC § 103 11. The following is a quotation of 35 U.S.C. 103 which forms the basis for all obviousness rejections set forth in this Office action: A patent for a claimed invention may not be obtained, notwithstanding that the claimed invention is not identically disclosed as set forth in section 102, if the differences between the claimed invention and the prior art are such that the claimed invention as a whole would have been obvious before the effective filing date of the claimed invention to a person having ordinary skill in the art to which the claimed invention pertains. Patentability shall not be negated by the manner in which the invention was made. ROY teaches: wherein at least a portion of the ephemeris information is pre-configured in a user equipment (UE) via Non Access Stratum (NAS) signaling (note: limitations separated by recitation “or” are interpreted as presented in the alternative and not required together i.e. for the purposes of patentable weight) or (note: limitations separated by recitation “or” are interpreted as presented in the alternative and not required together i.e. for the purposes of patentable weight) pre-configured in a Universal Subscriber Identity Module (USIM) contained in the wireless communication device (ROY - ¶0020 See claim 8; NOTE-DISCLOSURE & TEACHING: per ¶0020 i.e. The ephemeris information can either be provisioned, e.g. pre-provisioned, to UE 110 using USIM reads on: wherein at least a portion of the ephemeris information is pre-configured in a Universal Subscriber Identity Module (USIM) contained in the wireless communication device). It would have been obvious to one of ordinary skill in the art before the effective filing date of the claimed invention to combine the teachings of JUNG in view of Lee and DONG and YOU, with the teachings of ROY, since ROY enables providing satellite's assistance, e.g., next cell information, e.g., candidate cell ID, to the UE, and cell reselection in RRC Idle mode NTN can be improved (ROY- ¶0020 ). Regarding Claim 17. (Currently Amended) JUNG in view of Lee and DONG and YOU and ROY teaches: The method of claim 16, (See Rejection of Claim 9, Claim 17 recites similar and parallel features to Claim 9, and the rationale for the rejection of Claim 9 applies similarly to Claim 17) furthermore ROY teaches: wherein at least a portion of the ephemeris information It would have been obvious to one of ordinary skill in the art before the effective filing date of the claimed invention to combine the teachings of JUNG in view of Lee and DONG and YOU and ROY, further with the teachings of ROY, since ROY enables providing satellite's assistance, e.g., next cell information, e.g., candidate cell ID, to the UE, and cell reselection in RRC Idle mode NTN can be improved (ROY- ¶0020 ).
