Claim Rejections - 35 USC § 102
The following is a quotation of the appropriate paragraphs of 35 U.S.C. 102 that form the basis for the rejections under this section made in this Office action:
A person shall be entitled to a patent unless –
(a)(2) the claimed invention was described in a patent issued under section 151, or in an application for patent published or deemed published under section 122(b), in which the patent or application, as the case may be, names another inventor and was effectively filed before the effective filing date of the claimed invention.

Claims 1 and 11:
Panwar discloses a user equipment (UE) comprising: a processor; and a memory storing one or more instructions executable by the processor, wherein the one or more instructions are executed by the processor (See fig. 4, processor and memory) to perform: decreasing a cell service timer for each of at least one cell, which indicates a time during which communication services can be provided for each of the at least one cell (See para 80, configuring timer for candidate cell); determining a candidate cell set including one or more cells for which the cell service timer exceeds a first preset value (See para 80, “configure a timer for evaluating each candidate cell… select a candidate cell with a strongest signal strength or a signal strength satisfying a signal threshold for a longest duration from the subset for camping”); and performing a cell selection procedure based on the cell service timer of each of the one or more cells belonging to the candidate cell set (See para 80, “configure a timer for evaluating each candidate cell… select a candidate cell with a strongest signal strength or a signal strength satisfying a signal threshold for a longest duration from the subset for camping”).

Claims 2-10 and 12-20 are objected to as being dependent upon a rejected base claim, but would be allowable if rewritten in independent form including all of the limitations of the base claim and any intervening claims.
