DETAILED ACTION
This Office action is in response to the original application filed on 02/28/2024. Claims 2, 5, 9, 11-14 are amended, claim 15 is canceled, and claims 16-21 are newly added in the preliminary amendments filed on 02/28/2024. Claim 14 is allowed. Claims 1-14 and 16-21 are pending.

The present application, filed on or after March 16, 2013, is being examined under the first inventor to file provisions of the AIA .
Claim Rejections - 35 USC § 102
In the event the determination of the status of the application as subject to AIA 35 U.S.C. 102 and 103 (or as subject to pre-AIA 35 U.S.C. 102 and 103) is incorrect, any correction of the statutory basis for the rejection will not be considered a new ground of rejection if the prior art relied upon, and the rationale supporting the rejection, would be the same under either status.
The following is a quotation of the appropriate paragraphs of 35 U.S.C. 102 that form the basis for the rejections under this section made in this Office action:
A person shall be entitled to a patent unless –
(a)(1) the claimed invention was patented, described in a printed publication, or in public use, on sale or otherwise available to the public before the effective filing date of the claimed invention.
(a)(2) the claimed invention was described in a patent issued under section 151, or in an application for patent published or deemed published under section 122(b), in which the patent or application, as the case may be, names another inventor and was effectively filed before the effective filing date of the claimed invention.
Claims 1, 2, 13, and 16 are rejected under 35 U.S.C. 102(a)(1)/(a)(2) as being anticipated by Pattan et al. (US 2019/0273773 A1, hereinafter “Pattan”).
Regarding claim 1 (and similarly claims 13), Pattan discloses:
A method for managing mission critical data (MCData) by an MCData server, comprising:
receiving a request message for controlling a storage of MCData communications into an MCData message store from an MCData client device (receiving MCData upload data request message from MCData UE, Pattan: [0276]);
identifying whether a user of the MCData client device is authorized (checking whether MCData user at MCData UE is authorized, Pattan: [0280], [0305]);
controlling the storage of the MCData communications based on the request message, in case of identifying that the user of the MCData client device is authorized (applying control and policy for uploading to media storage of MCData server, Pattan: [0184], [0306]); and
transmitting, to the MCData client device, a response message in response to the request message (transmitting MCData upload data response message to MCData UE in response to receiving MCData upload data request message, Pattan: [0276]).
Regarding claim 2, Pattan teaches all the claimed limitations as set forth in the rejection of claim 1 above.
Pattan further discloses:
wherein identifying whether the user of the MCData client device is authorized comprises: identifying that the user of the MCData client device is not authorized if a first information element indicating whether the user of the MCData client device is authorized to store the MCData communications in the MCData message store is not present in an MCData user profile document, or if the first information element in the MCData user profile document is set to a negative value (identifying that MCData user at MCData UE is not authorized based on MCData user profile associated with MCData ID is not registered in MCData user database, Pattan: [0186], [0232], [0280]).
Regarding claim 16, it does not teach or further define over the limitations in claim 2. Therefore, claim 16 is rejected for the same reasons as set forth in the rejection of claim 2 above.
Allowable Subject Matter
Claims 3-12 and 17-21 are objected to as being dependent upon a rejected base claim, but would be allowable if rewritten in independent form including all of the limitations of the base claim and any intervening claims.

(US 2021/0099496 A1: Method and System for Handling Mission Critical Data (MCData) Communications Using Pre-Established Session), and Pattan et al. (US 2019/0199666 A1: Method for Managing Short Data Service (SDS) in Mission Critical Data (MCData) Communication System).
