All claims recite subject matter falling within one of the four categories of invention (Step 1). But for the recitation of the underlined additional elements claims 21-40 recite concepts whereby environmental data are collected, analyzed and results are presented. A person would be capable of analyzing information and generating an opinion if a claimed region is hazardous. Thus claims 21-40 recite a mental process. Additionally collecting information and presenting results to people in the region could also be considered a method of organizing human activity (managing personal behavior or relationships or interactions between people). Thus claims 21-40 recite an abstract idea (Step 2A_1). The additional elements (server, devices, system) are recited at a high degree of generality such that they amount to mere instructions to implement an abstract idea, which per MPEP 2106.05(f) means they do not provide a practical application or significantly more (Step 2A_2, Step 2B). Thus claims 21-40 are ineligible. Claim Rejections - 35 USC § 102 The following is a quotation of the appropriate paragraphs of 35 U.S.C. 102 that form the basis for the rejections under this section made in this Office action: A person shall be entitled to a patent unless – (a)(1) the claimed invention was patented, described in a printed publication, or in public use, on sale, or otherwise available to the public before the effective filing date of the claimed invention. Claim(s) 21-22, 36-38 is/are rejected under 35 U.S.C. 102(a)(1) as being anticipated by Shin et al. (KR101778508) Regarding claim 21, Shin discloses: 21 . The motivation for the combination is to understand environmental hazards (paragraph 2). Regarding claims 24-25, Shin fails to clearly disclose and Singh discloses: 24. (New) The environment management system of claim 23, wherein the control server is configured to determine an environmental grade for the environmental conditions of each of the plurality of management areas (paragraph 81 score for individual categories), wherein the environmental grade is selected from among a plurality of reference environmental grades defined individually according to a characteristic of each of the management areas (paragraph 81 weighted score). 25. (New) The environment management system of claim 24, wherein the characteristic of the management areas comprises at least one of pieces of information on locations of the management areas, regional information, use, an area, a congestion level, a number of residents, and a number of people entering (paragraph 81 regional information relating to environmental problems in region). It would have been obvious to one of ordinary skill in the art to combine this teaching with Shin by presenting environment reports based on collected information. The motivation for the combination is to understand environmental hazards (paragraph 2). Regarding claims 26, Shin fails to clearly disclose and Singh discloses: 26. (New) The environment management system of claim 24, wherein the control server is configured to: evaluate the environmental conditions of the management areas with a quantified environmental index (paragraph 81 individual score); and select a reference environmental grade matching the evaluated environmental index as an environmental grade of the management areas (paragraph 81 weighted score). It would have been obvious to one of ordinary skill in the art to combine this teaching with Shin by presenting environment reports based on collected information. The motivation for the combination is to understand environmental hazards (paragraph 2). Claim Status Claims 27-35, 39, 40 are considered to distinguish over the cited art.
