1, This communication is a first office action, non-final rejection on the merits. Claims 1-11, as originally filed, are currently pending and have been considered below.

2. As required by M.P.E.P.201.14(c), acknowledgement is made of applicant’s claim for priority based on applications filed on Feb 08, 2023 (PCT/JP2023/004076) and March 02, 2022 (JP 2022-031431).

Claim Rejections - 35 USC § 112
4. The following is a quotation of 35 U.S.C. 112(b):
(b) CONCLUSION.—The specification shall conclude with one or more claims particularly pointing out and distinctly claiming the subject matter which the inventor or a joint inventor regards as the invention.

Regarding claim 1, the phrase "to be" in line 3, and “the power consumption database”, in line 27, renders the claim indefinite because it is unclear whether the limitations following the phrase are part of the claimed invention.
Regarding claim 3, the phrase "about usage " in line 4, renders the claim indefinite because it is unclear whether the limitations following the phrase are part of the claimed invention.
Regarding claim 4, the phrase "to be" in line 4, renders the claim indefinite because it is unclear whether the limitations following the phrase are part of the claimed invention.
Regarding claim 7, the phrase "can be" in line 8, renders the claim indefinite because it is unclear whether the limitations following the phrase are part of the claimed invention.
Regarding claim 10, the phrase "to be" in line 19 and 41, renders the claim indefinite because it is unclear whether the limitations following the phrase are part of the claimed invention.
Regarding claim 11, the phrase "to be" in line 3, renders the claim indefinite because it is unclear whether the limitations following the phrase are part of the claimed invention.
Allowable Subject Matter
5. Claims 1-11 are allowable if 112 rejections are corrected.
Citation of pertinent Prior Arts
6. The prior art made of record and not relied upon is considered pertinent to applicant's disclosure.
i. Kan (US 20120246324 A1) discloses in a load characteristic estimation system includes: a program input unit into which a program that runs on a prescribed computer system is inputted; a program feature information acquisition unit that obtains features from the inputted program; and a load characteristic estimation unit that estimates a load characteristic of the inputted program by reading load characteristic information of another program having a feature similar to the inputted program, from a load characteristic recording unit that records a load characteristic produced in the prescribed computer system when the other program was run on the computer system in the past., and
ii. Hoeynck (US 20100025483 A1) discloses in a method for controlling energy consumption within a building includes providing at least one environment sensing device and at least one energy consumption sensing device associated with the building. Current data is collected from the environment sensing device and the energy consumption sensing device along with associated time-of-day data. A value of a future energy consumption parameter is predicted based upon the collected current data, the associated time-of-day data, and historic data collected from the environment sensing device and the energy consumption sensing device. A profile of future costs per unit of energy consumption as a function of time is determined. Energy consumption is controlled dependent upon the predicted future energy consumption parameter value and the determined profile of energy consumption costs.
