Claim Rejections - 35 USC § 102
The following is a quotation of the appropriate paragraphs of 35 U.S.C. 102 that form the basis for the rejections under this section made in this Office action:
A person shall be entitled to a patent unless –
(a)(1) the claimed invention was patented, described in a printed publication, or in public use, on sale, or otherwise available to the public before the effective filing date of the claimed invention.
Claims 1-2 are rejected under 35 U.S.C. 102(a)(1) as being anticipated by (JP 3004744 B2)
Regarding claim 1, JP 744 discloses a device comprising:
a magnetization yoke (9, 10) that has a first end portion and a second end portion located on an opposite side of the first end portion, and is bent such that the first end portion and the second end portion are separated from and opposed to each other; and
a magnetization coil (12) that is wound around the magnetization yoke (9, 10), and generates a magnetic field between the first end portion and the second end portion by application of a voltage.
Regarding claim 2, JP 744 discloses:
the first end portion has a first accommodating part (see the drawing below) that accommodates the linear member (7), and
the second end portion has a second accommodating part (see the drawing below) that accommodates the linear member (7).

Regarding claim 17, JP 744 discloses:
the first accommodating part (see the drawing above) and the second accommodating part (see the drawing above) fully surround a periphery of the linear member (7).
Allowable Subject Matter
Claims 14 and 15 are objected to as being dependent upon a rejected base claim, but would be allowable if rewritten in independent form including all of the limitations of the base claim and any intervening claims.

Claim 14: the first accommodating part includes two sections, at least one of which is a movable section, and the second accommodating part accommodating part includes two sections, at least one of which is a movable section.
