Claim Rejections - 35 USC § 102
The following is a quotation of the appropriate paragraphs of 35 U.S.C. 102 that form the basis for the rejections under this section made in this Office action:
A person shall be entitled to a patent unless –
(a)(1) the claimed invention was patented, described in a printed publication, or in public use, on sale, or otherwise available to the public before the effective filing date of the claimed invention.
Claim 13 is rejected under 35 U.S.C. 102(a)(1) as being anticipated by CN 110426788 A.
'788 discloses an optical filter comprising (see mainly fig. 3 reproduced below):

two or more waveguides (upper waveguide and lower waveguide); and
four or more sections provided for the two or more waveguides (each waveguide has multiple curved sections, multiple linear sections, multiple taper sections, and multiple mode converter sections),
wherein at least two or more modes of light propagate through the four or more sections (each waveguide conducts at least a TE0 mode and a TE1 mode, given the TE0 → TE1 and TE1 → TE0 mode converters).
Allowable Subject Matter
Claims 1-12 are allowed. The prior art of record does not appear to disclose or suggest the recited dependency of the lengths of the four or more waveguide sections based on derivatives of the propagation constants of the sections with respect to temperature and widths of the sections, in combination with all the other recited limitations.
