at least one processor connected to the at least one transceiver [section 35.3.21, section 35.3.2.1, STA; note that every communication device such as STA has at least one processor connected to the transceiver], wherein the at least one processor [section 35.3.21, section 35.3.2.1, STA; note that every communication device such as STA has at least one processor].
Since claim 13 recites similar features to claim 1 without additional features, claim 13 is rejected at least based on a similar rationale applied to claim 1.
Regarding claim 15, IEEE discloses, a device [sections 32.3.2.1 and 35.3.4.2, AP] comprising:

Claim Rejections - 35 USC § 103
The following is a quotation of 35 U.S.C. 103 which forms the basis for all obviousness rejections set forth in this Office action:
A patent for a claimed invention may not be obtained, notwithstanding that the claimed invention is not identically disclosed as set forth in section 102, if the differences between the claimed invention and the prior art are such that the claimed invention as a whole would have been obvious before the effective filing date of the claimed invention to a person having ordinary skill in the art to which the claimed invention pertains. Patentability shall not be negated by the manner in which the invention was made.
The factual inquiries set forth in Graham v. John Deere Co., 383 U.S. 1, 148 USPQ 459 (1966), that are applied for establishing a background for determining obviousness under 35 U.S.C. 103 are summarized as follows:
1. Determining the scope and contents of the prior art.
2. Ascertaining the differences between the prior art and the claims at issue.
3. Resolving the level of ordinary skill in the pertinent art.
4. Considering objective evidence present in the application indicating obviousness or nonobviousness.
Claim 5 is rejected under 35 U.S.C. 103 as being unpatentable over IEEE P802.11 be/2.0 “Draft Standard for Information technology- Telecommunications and information exchange between systems Local and metropolitan area networks - Specific requirement”, May 2022 (hereinafter, “IEEE”) in view of Ghosh et al (US Publication No. 2021/0274574 A1).
Regarding claim 5, IEEE discloses, the method of Claim 3 as set forth above.
Although IEEE discloses, wherein: the ML element is included in a body of the response frame [section 35.3.4.2, as cited above and "A Multi-Link probe response is a Probe Response frame: that is transmitted in response to receiving an ML a Multi-Link probe request and that includes Basic Multi-Link element which can carry complete or partial per-STA profile(s)], IEEE does not explicitly disclose (see, italicized limitations), but Ghosh discloses, wherein: the ML element is . . . outside the MBSSID element [¶0081, a RNR for MLD system may facilitate that the affiliated (reporting) AP can include at least one of the following information in the MBSSID element or ML element within or external to the MBSSID element].
It would have been obvious to one of ordinary skill in the art before the effective filing date of the claimed invention to modify the system of IEEE to provide features, ML element outside the MBSSID as taught by Ghosh to arrive at the claimed invention. One of ordinary skill in the art would have been motivated to make such a combination in order to provide the system of IEEE with enhanced flexibility in selecting positions of the ML element with respect to the MBSSID, and thus improve overall system performance [¶0081 of Ghosh].
Conclusion
The prior art made of record and not relied upon are considered pertinent to applicant's disclosure.
