CTNF 18/878,451 CTNF 87466 DETAILED ACTION Claim Rejections - 35 USC § 103 07-20-aia AIA The following is a quotation of 35 U.S.C. 103 which forms the basis for all obviousness rejections set forth in this Office action: A patent for a claimed invention may not be obtained, notwithstanding that the claimed invention is not identically disclosed as set forth in section 102, if the differences between the claimed invention and the prior art are such that the claimed invention as a whole would have been obvious before the effective filing date of the claimed invention to a person having ordinary skill in the art to which the claimed invention pertains. Patentability shall not be negated by the manner in which the invention was made. 07-21-aia AIA Claim s 1-15 are rejected under 35 U.S.C. 103 as being unpatentable over Hashimoto et al (JP 2000204251 which has been machine translated) . As to claims 1-5, Hashimoto discloses a low dielectric resin composition excellent in heat resistance and room peel strength since it contains a siloxane-modified polyimide, a (methyl)allyl-group compound, a maleimide group and a diamine compound (abs). The siloxane-modified polyimide has a structure represented by formula 8 (6a, 6b paragraph 16) which an average molecular weight of 5000 to 500000 with a glass-transition temperature of 140 Celsius or less (paragraph 18). The imide compound can have a hydrocarbon group/maleimide group at the molecular end as allowed by the formula as it overlaps in scope and would be done to limit/increase the reactivity of the compound. The maleimide compound has a structure represent by formula 9 (7-1 – 7-5) (paragraph 27) and could have an arylene structure bonded at the meta position. Further the polymerizable compound can include an alkenyl group with an attached benzene ring. Hashimoto discloses blending these components in ratios to obtain a desired heat resistance and Young’s modulus as well as other properties for the resin. However, this reference is silent to the specifics of the composition amount of maleimide and imide. It would have been obvious to one of ordinary skill in the art to have modified Hashimoto and formed the composition to have formed the imide to have a molecular weight of from 10000 to 30000 and had a maleimide equivalent of 500 g/m or less and a radical polymerizable compound with an average molecular weight of 1000 or less as it would be overlapping in scope of Hashimoto. Further this would allow the thermosetting low-dielectric resin to have a low dielectric constant and low dielectric loss tangent with excellent adhesion to metal. As to claims 6 and 7, Hashimoto is silent to the amount of maleimide and imide compound to maleimide, imide and radical polymerizable compound. It would have been obvious to one of ordinary skill in the art would to have made the amount of maleimide compound to be 30 to 70 parts and imide be in an amount of 10 to 40 parts based on 100 parts by mass of the 3 compounds because Hashimoto discloses blending these components in ratios to obtain a desired heat resistance and Young’s modulus as well as other properties for the resin. This would allow the thermosetting low-dielectric resin to have a low dielectric constant and low dielectric loss tangent with excellent adhesion to metal. As to claim 8, Hashimoto discloses that silica or calcium carbonate can be added as a filler to the composition (paragraph 33). As to claims 9-15, the composition can be formed into a prepreg with a fibrous base or on a support film and used as a metal clad laminate or foil or as an insulating layer for a wiring board.
