DETAILED ACTION
Notice of Pre-AIA or AIA Status
The present application, filed on or after March 16, 2013, is being examined under the first inventor to file provisions of the AIA .
Claim Rejections - 35 USC § 102
The following is a quotation of the appropriate paragraphs of 35 U.S.C. 102 that form the basis for the rejections under this section made in this Office action:
A person shall be entitled to a patent unless –
(a)(1) the claimed invention was patented, described in a printed publication, or in public use, on sale, or otherwise available to the public before the effective filing date of the claimed invention.
Claim(s) 1-6 are rejected under 35 U.S.C. 102a(1) as being anticipated by Fishler et al (US 2010/0006513), (or unpatentable over Fisher for claim 6.)

Fishler’s figures are copied herein with annotations. They are clearly understandable. Water main 200 can also be a water tank, or can be integrated onto, a water tank as in claim 6, as described in [0077]. Please not that “sedimentation” is only an intended use for the tank. This would have been obvious to one of ordinary skill, if not anticipated.

Claims 1-5: The system has a branch or bypass line 210 leading from main line 200 into a chemical dispensing system. The dispensing system has a hopper to feed powders, a metering control 96 to meter the powder, a dosing tank 30, which has a float switch level control 86 [0088], and a float valve to cut off water at 32 [0116]. Metering pump meters the chemical solution injection into the main line [0157] The automatic controller 40 controls the level in the dispensing tank and thereby controls the pump 59 {Id). Pressurizing by 59 would be higher than that in main line 200 to make the chemical solution flow into the mainline – implied. This is also a process limitation unpatentable in an apparatus claim.
