NON-FINAL OFFICE ACTION This Office Action is a Non-Final office action of Reissue 18/963,470 U.S. Patent Application No. 16/765,123, filed on May 18, 2020, now U.S. Patent No. 11,516,754, which is a National Stage of International Application No. PCT/CN2018/116271 filed on November 19, 2018. The International Application claims priority to both of Chinese Patent Application No. 201810152266.6, filed on Feb. 14, 2018 and Chinese Patent Application No. 201711148429.5, filed on Nov. 17, 2017. The status of the claims amended on 5/21/2021 is as follows; Claims 1, 10, 19-20, 22-23, 29, and 31-32 have been amended. Claims 38-43 are new. Claims 2-9, 11-18, 21, 24-28, 30, and 33-37 are previously presented. Claims 1-43 are now pending. Reissue Oath/ Declaration 35 U.S.C. §251 rejection The reissue oath/declaration filed with this application is defective because it fails to identify at least one error which is relied upon to support the reissue application. See 37 CFR 1.175 and MPEP § 1414. The declaration mentions the claim numbers but does not identify the error. Additionally, it is unclear if “Shuaifeng Shang, Supervisor of System Platform & Process Dept.” is authorized to sign the declaration because that individual is not (a) a reissue declaration by the inventor, (b) an assignment by the inventor containing the statements required by 37 CFR 1.63 and 1.175 ("assignment-statement"), (c) a reissue declaration by the assignee, or (d) a substitute statement by the patentee, or the current patent owner if there has been an assignment. See MPEP 1414.01 Claims 1-43 are rejected as being based upon a defective reissue Declaration under 35 U.S.C. 251. See 37 CFR 1.175. The nature of the defect is set forth above.
