Claim Objections
Claims 1, 5, 17, 23, 25, 32, are objected to because of the following informalities:
Claim 1, 23, 32, the term, “ …….. circuit switched CS domain, …. “ and the “….. a packet switched PS domain;” should be corrected to place the CS and PS under close brackets, for instance (CS) and (PS).
Claim 5, 25, line 3, respectively, the first time use of the acronym “SIM”, required to be spelled out, such as,
-- Subscriber Identity Module (SIM) –
Claim 17, first time use of the acronym “RRC”, required to be spelled out.
Appropriate correction is required.
Claim Rejections - 35 USC § 112
The following is a quotation of 35 U.S.C. 112(b):
(b) CONCLUSION.—The specification shall conclude with one or more claims particularly pointing out and distinctly claiming the subject matter which the inventor or a joint inventor regards as the invention.
The following is a quotation of 35 U.S.C. 112 (pre-AIA ), second paragraph:
The specification shall conclude with one or more claims particularly pointing out and distinctly claiming the subject matter which the applicant regards as his invention.
Claims 1-2, 5, 9-10, 14, 22, 23, 32, are rejected under 35 U.S.C. 112(b) or 35 U.S.C. 112 (pre-AIA ), second paragraph, as being indefinite for failing to particularly point out and distinctly claim the subject matter which the inventor or a joint inventor (or for applications subject to pre-AIA 35 U.S.C. 112, the applicant), regards as the invention.
Claim 1, 23, 32, recites “receiving a first attach response,” in line 11, 13, 15 respectively. It is not sufficiently clear from the language if the use of the term “response” is appropriate. Does it mean “accept message”, for instance, mean, - receiving a first accept message.
Claim 2, recites the limitation "information about AttachAccept." in line 4. It is not sufficiently clear if this limitation is being referred to element recited in line 11-12, in the base claim. There is insufficient antecedent basis for this limitation in the claim.
Claim 5, in line 2, recites “a second attach reject message,”. There is insufficient antecedent, when viewed in context of limitation in claim 1, line 16-17.
Claims 9, 10, recites the terms, “about #7” and “changing #7”. The use of the term “#7” lacks proper definition and clarity.
Claim 14, line 1-2, it is not sufficiently from the claim language “wherein the first attach request comprises information about AttachRequest.” When viewed in light of claim 1 what the applicant is trying to claim.
Claim 22, recites, “when a number of times ….” In line 6. It is not sufficiently clear if this limitation is being referred to element recited in line 4. There is insufficient antecedent basis for this limitation in the claim. Claims 15, 17-18, 24-31 are dependent claims rejected based on their dependency.
Conclusion
The prior art made of record and not relied upon is considered pertinent to applicant's disclosure.

CN 101699902, Network selection method and terminal device, Wang Jie, discloses a network selection method and terminal device. In the embodiment of the invention, when the location register or location update of the terminal is performed, if the access in the first network domain fails, the local configuration domain priority setting item is obtained; if the domain priority setting item indicates that the first network domain is prior, the terminal selects network again; if the domain priority setting item indicates that the second network domain is prior, the terminal judges whether the second network registers successfully, if not, the terminal selects network again; and if so, the terminal does not selects network again. A domain priority setting item is added in the terminal so that when the network access fails, whether network is needed to select again is judged according to the domain priority setting item, the link reliability of the network domain which is used by the user preferentially can be ensured, and the manufacturer can realize different network-selecting modes by configurating the domain priority setting item according to different terminals so as to better meet the demands of users.
