Detailed Action 1. This Action is in response to Applicant's Request for Continued Examination filed on March 11, 2026. Claims 1-20 are currently pending in the present application. America Invents Act (AIA ) Information 2. The present application, filed on or after March 16, 2013, is being examined under the first inventor to file provisions of the AIA . Information Disclosure Statement 3. The information disclosure statement(s) submitted within this application (has/have) been considered by the Examiner and made of record in the application file. Continued Examination Under 37 CFR 1.114 4. A request for continued examination under 37 CFR 1.114, including the fee set forth in 37 CFR 1.17(e), was filed in this application after final rejection. Since this application is eligible for continued examination under 37 CFR 1.114, and the fee set forth in 37 CFR 1.17(e) has been timely paid, the finality of the previous Office action has been withdrawn pursuant to 37 CFR 1.114. Applicant's submission filed on March 11, 2026 has been entered. Claim Rejections - 35 USC § 112 5. The following is a quotation of 35 U.S.C. 112(b): (b) CONCLUSION.—The specification shall conclude with one or more claims particularly pointing out and distinctly claiming the subject matter which the inventor or a joint inventor regards as the invention. The following is a quotation of 35 U.S.C. 112 (pre-AIA ), second paragraph: The specification shall conclude with one or more claims particularly pointing out and distinctly claiming the subject matter which the applicant regards as his invention. Claim(s) 1, 9, 17 and 18 are rejected under 35 U.S.C. 112(b) or 35 U.S.C. 112 (pre-AIA ), second paragraph, as being indefinite for failing to particularly point out and distinctly claim the subject matter which the inventor or a joint inventor, or for pre-AIA the applicant regards as the invention. Claim 1 recites the limitation of "comprising a layer 1 and/or layer 2..." This limitation can be found at line 7 of claim 1. By the context of the claim language, it is not clear what exactly the phrase "and/or” is referring to. It would appear as if the claim refers to both layer 1 and layer 2 at the same time and also just only one of the two layers. Claims 9 line 3; claim 17 line 9 and claim 18 line 3 have similar issue. Claims 2-8, 10-16, 19 and 20 are also rejected by virtue of their dependency on their base claims. Conclusion 6. The following prior arts are made of record and not relied upon, but is considered pertinent to applicant's disclosure: US 20240049085 A1: discloses a method of L1/L2-based mobility with signaling optimization using base (reference) configuration and replaceable (delta) configuration for candidate cells is proposed. US 20230388871 A1: discloses a layer 1 (L1)/layer 2 (L2) triggered mobility (LTM) aspects, including LTM inter-cell mobility, LTM in split architectures; dynamic cell group changes, activation, and deactivation, conditional primary SCG cell addition or change (CPAC) aspects 7.
