Claim Rejections - 35 USC § 102
The following is a quotation of the appropriate paragraphs of 35 U.S.C. 102 that form the basis for the rejections under this section made in this Office action:
A person shall be entitled to a patent unless –
(a)(2) the claimed invention was described in a patent issued under section 151, or in an application for patent published or deemed published under section 122(b), in which the patent or application, as the case may be, names another inventor and was effectively filed before the effective filing date of the claimed invention.
Claim(s) 1-9 and 14-17 are rejected under 35 U.S.C. 102(a)(2) as being anticipated by Pan (CN 118165024).
Regarding Claims 1-9 and 14-17, Pan teaches an organic electronic device comprises at least one cathode, one anode and a functional layer between the cathode and the anode, wherein the functional layer comprises at least one organic compound. The compound in located in the light emitting layer (machine trans. page 53-54/71). Pan teaches the compound presented in the STN search report as RN 3075188-76-7:

RN 3075188-76-7 reads on applicants’ Formula 1 wherein X1 = 0; X2 = NR12, R12 – substituted phenyl; R1-R9 and R11 = H; R10 is Formula 2 wherein L = direct bond; R17-R20 = H; X3 = direct bond; Ring A = Formula 3; Rx and Ry = H, n = 4 (per claims 1-2, 9, 14 ).
The boron-based compound RN 3075188-76-7 has thermally activated delayed fluorescence (TADF) properties (machine trans page 41/71) (per claim 3).

300nm-1500nm, preferably 400nm-1000nm, and more preferably 400nm-800nm (machine trans page 49/71) (per claim 4).

Allowable Subject Matter
Claims 10-13 and 18-21 are objected to as being dependent upon a rejected base claim, but would be allowable if rewritten in independent form including all of the limitations of the base claim and any intervening claims.
A comprehensive search of the prior art did not show the above limitations.
