Claim Rejections - 35 USC § 112
The following is a quotation of the appropriate paragraphs of 35 U.S.C. 102 that form the basis for the rejections under this section made in this Office action:
A person shall be entitled to a patent unless –
(a)(1) the claimed invention was patented, described in a printed publication, or in public use, on sale, or otherwise available to the public before the effective filing date of the claimed invention.
Claims 1-3 and 5-11 are rejected under 35 U.S.C. 102(a)(1) as being anticipated by Kim et al. (US 2020/0211473).
(Re Claim 1) Kim teaches a display panel, comprising (see Figs. 3-5 and supporting text):
a base substrate (100);
a fifth conductive layer located on a side of the base substrate, wherein the fifth conductive layer comprises at least one power line (power lines VDD, see Figs. 3-4);
an electrode layer located on a side of the fifth conductive layer away from the base substrate, wherein the electrode layer comprises a plurality of electrode portions, at least one of the electrode portions comprises a body portion and a supplemental portion which are connected with each other, and an orthographic projection of the supplemental portion on the base substrate at least partially overlaps with an orthographic projection of a corresponding power line on the base substrate (see Figs. 4-5, electrode layer 310, 320, 330, body portions surrounded by supplemental portions, all overlapping the VDD lines); and
a pixel defining layer (400) located on a side of the electrode layer away from the base substrate and comprising a plurality of pixel openings (Figs. 4-5 openings corresponding to EA1-EA3), wherein the plurality of pixel openings are arranged in one-to-one correspondence with the plurality of electrode portions, and an orthographic projection of one of the pixel opening on the base substrate overlaps with an orthographic projection of a body portion of a corresponding electrode portion on the base substrate (Figs. 3-5).
(Re Claim 2) wherein: the plurality of electrode portions comprise a first electrode portion, a second electrode portion and a third electrode portion of three different colors (Figs. 3-5, first: 310 corresponding to B, second: 330 R, third: 320 G);
an overlapping area between an orthographic projection of the first electrode portion on the base substrate and an orthographic projection of a power line corresponding to the first electrode portion on the base substrate is larger than an overlapping area between an orthographic projection of the second electrode portion on the base substrate and an orthographic projection of a power line corresponding to the second electrode portion on the base substrate (overlapping area of 310 is larger than the overlapping area for 330, see Fig. 4 below highlighting the overlapping regions); and
the overlapping area between the orthographic projection of the first electrode portion on the base substrate and the orthographic projection of the power line corresponding to the first electrode portion on the base substrate is larger than an overlapping area between an orthographic projection of the third electrode portion on the base substrate and an orthographic projection of a power line corresponding to the third electrode portion on the base substrate (overlapping area of 310 is larger than the overlapping area of 320).

(Re Claim 3) wherein: the first electrode portion is a B electrode portion corresponding to a blue sub-pixel unit, the second electrode portion is an R electrode portion corresponding to a red sub-pixel unit, and the third electrode portion is a G electrode portion corresponding to a green sub-pixel unit (Figs. 3-5, first: 310 corresponding to B, second: 330 R, third: 320 G);
the overlapping area between the orthographic projection of the first electrode portion on the base substrate and the orthographic projection of the power line corresponding to the first electrode portion on the base substrate is larger than the overlapping area between the orthographic projection of the second electrode portion on the base substrate and the orthographic projection of the power line corresponding to the second electrode portion on the base substrate (see Fig. 4 above); and
the overlapping area between the orthographic projection of the second electrode portion on the base substrate and the orthographic projection of the power line corresponding to the second electrode portion on the base substrate is larger than the overlapping area between the orthographic projection of the third electrode portion on the base substrate and the orthographic projection of the power line corresponding to the third electrode portion on the base substrate (see Fig. 4 above).
(Re Claim 5) wherein the plurality of electrode portions comprise: a plurality of R electrode portions, a plurality of G electrode portions and a plurality of B electrode portions; wherein two G electrode portions distributed along a column direction are provided between an R electrode portion and a B electrode portion which are adjacent in a row direction (see Fig. 4 below there are 2 green electrodes in a column between red and blue electrodes in adjacent columns and arranged adjacently in a row direction, columns between the dashed lines).

(Re Claim 6) wherein an overlapping area between an orthographic projection of the R electrode portion on the base substrate and an orthographic projection of a power line corresponding to the R electrode portion on the base substrate is S1, an area of an orthographic projection of a body portion of the R electrode portion on the base substrate is S2, and S1/S2 is larger than or equal to 0.8 and less than or equal to 1.9 (see Fig. 4 above, the body portion may be arbitrarily selected to meet this area ratio, e.g. a portion of the body portion, less than an entire area may be selected, the claim language does not preclude this treatment).
(Re Claim 7) wherein an overlapping area between an orthographic projection of the G electrode portion on the base substrate and an orthographic projection of a power line corresponding to the G electrode portion on the base substrate is S3, an area of an orthographic projection of a body portion of the G electrode portion on the base substrate is S4, and S3/S4 is larger than or equal to 1 and less than or equal to 1.7 (see Fig. 4 above, the body portion may be arbitrarily selected to meet this area ratio, e.g. a portion of the body portion, less than an entire area may be selected, the claim language does not preclude this treatment).
(Re Claim 8) wherein an overlapping area between an orthographic projection of the B electrode portion on the base substrate and an orthographic projection of a power line corresponding to the B electrode portion on the base substrate is S5, an area of an orthographic projection of a body portion of the B electrode portion on the base substrate is S6, and S5/S6 is larger than or equal to 1.6 and less than or equal to 2 (see Fig. 4 above, the body portion may be arbitrarily selected to meet this area ratio, e.g. a portion of the body portion, less than an entire area may be selected, the claim language does not preclude this treatment).
(Re Claim 9) wherein: an area of an orthographic projection of a body portion of the R electrode portion on the base substrate is S2, an overlapping area between an orthographic projection of a supplemental portion of the R electrode portion on the base substrate and the orthographic projection of the power line corresponding to the R electrode portion on the base substrate is S7, and S7/S2 is larger than or equal to 0.04 and less than or equal to 1.14 (see Fig. 4 above, the body portion may be arbitrarily selected to meet this area ratio, e.g. a portion of the body portion, less than an entire area may be selected, the claim language does not preclude this treatment).
(Re Claim 10) wherein: a supplemental portion of a G electrode portion comprises a first supplemental portion and a second supplemental portion (portions on left and right sides of G in 2nd row, 3rd column, see Fig. 4 markup below);
in an R electrode portion (R in 2nd row, 2nd column,) and the G (2nd row, 3rd column) electrode portion located in a same row and adjacent columns:
an orthographic projection of the first supplemental portion of the G electrode portion (portion of left side of the G,) on the base substrate is located on a side of an orthographic projection of a body portion of the G electrode portion on the base substrate facing an orthographic projection of the R electrode portion (R in column 2 on left of G) on the base substrate;
an orthographic projection of the second supplemental portion (portion of right side of G) electrode portion on the base substrate is located on a side of the orthographic projection of the body portion of the G electrode portion on the base substrate facing an orthographic projection of another G electrode portion (facing the next G to the right in the array, see markup Fig. 4 below showing another G at right) on the base substrate; and
an area of the orthographic projection of the body portion of the G electrode portion on the base substrate is S4, an overlapping area between an orthographic projection of the supplemental portion of the G electrode portion on the base substrate and the orthographic projection of the power line corresponding to the G electrode portion on the base substrate is S8, and S8/S4 is larger than or equal to 0.1 and less than or equal to 0.8 (the body portion may be arbitrarily selected to meet this area ratio, e.g. a portion of the body portion, less than an entire area may be selected, the claim language does not preclude this treatment).

(Re Claim 11) wherein: a supplemental portion of the B (from markup Fig. 4 for claim 10 above, choosing B in column 3, row 3) electrode portion comprises a third supplemental portion and a fourth supplemental portion (portions of left and right sides);
in the B electrode portion and a G electrode portion (G in row 3, col 2) located in a same row and adjacent columns:
an orthographic projection of the third supplemental portion of the B electrode portion on the base substrate is located on a side of an orthographic projection of a body portion of the B electrode portion on the base substrate facing an orthographic projection of the G electrode portion on the base substrate (portion of left side of B); and
an orthographic projection of the fourth supplemental portion of the B electrode portion on the base substrate is located on a side the orthographic projection of the body portion of the B electrode portion on the base substrate away from the orthographic projection of the third supplemental portion of the B electrode portion on the base substrate (portion of right side of B);

Allowable Subject Matter
Claim 4 is objected to as being dependent upon a rejected base claim, but would be allowable if rewritten in independent form including all of the limitations of the base claim and any intervening claims.
Claim 4 is allowable for at least the reasons of “…wherein: the display panel further comprises a plurality of pixel driving circuits distributed in rows and columns, at least one of the pixel driving circuits comprises a driving transistor and a fourth transistor, and a first electrode of the fourth transistor is connected to a data line, and a second electrode of the fourth transistor is connected to a first electrode of the driving transistor; and an overlapping area between the orthographic projection of the second electrode portion on the base substrate and an orthographic projection of a data line on the base substrate is larger than an overlapping area between the orthographic projection of the third electrode portion on the base substrate and the orthographic projection of a data line on the base substrate, and the overlapping area between the orthographic projection of the third electrode portion on the base substrate and the orthographic projection of a data line on the base substrate is larger than an overlapping area between the orthographic projection of the first electrode portion on the base substrate and the orthographic projection of a data line on the base substrate.”
Conclusion
The prior art made of record and not relied upon is considered pertinent to applicant's disclosure. The additional cited art teaches related display wiring layouts having anodes/pixel electrodes overlapping power lines.
