CTNF 18/701,312 CTNF 84431 DETAILED ACTION Notice of Pre-AIA or AIA Status 07-03-aia AIA 15-10-aia The present application, filed on or after March 16, 2013, is being examined under the first inventor to file provisions of the AIA. Specification 06-11 AIA The title of the invention is not descriptive. A new title is required that is clearly indicative of the invention to which the claims are directed. Claim Rejections - 35 USC § 112 07-36 The following is a quotation of 35 U.S.C. 112(d): (d) REFERENCE IN DEPENDENT FORMS.—Subject to subsection (e), a claim in dependent form shall contain a reference to a claim previously set forth and then specify a further limitation of the subject matter claimed. A claim in dependent form shall be construed to incorporate by reference all the limitations of the claim to which it refers. Claim 33 is rejected under 35 U.S.C. 112(d) as being of improper dependent form for failing to further limit the subject matter of the claim upon which it depends, or for failing to include all the limitations of the claim upon which it depends. Claim 33 depends on itself without further limiting the subject matter of the claim upon which it depends. Applicant may cancel the claim(s), amend the claim(s) to place the claim(s) in proper dependent form, rewrite the claim(s) in independent form, or present a sufficient showing that the dependent claim(s) complies with the statutory requirements. Allowable Subject Matter According to a prior art search based on the claimed invention, Sato et al. (Pub. No.: US 2012/0178455) disclose in normal handover, the UE measures a radio status of its own apparatus (Measurement) and notifies a measurement result to the network (Measurement Report). The network side determines on the basis of a Measurement Report from the UE whether handover of the UE is performed. When the network side determines that the handover is performed, the network transmits an instruction (Handover Command) of the handover to the UE. The UE performs the handover according to the Handover Command (Access Procedure) (para. 0006). Plus, a radio base station according to the present invention that moves in a cell that provides the first service, covers a cell that provides the second service different from the first service, and instructs a mobile terminal connected to the radio base station to perform handover to the cell that provides the first service, employs a configuration having: a predicting section that predicts a position of the mobile terminal in the handover state on the basis of a position, a moving speed, or a traveling direction of the mobile terminal; a specifying section that specifies a handover destination of the mobile terminal from a plurality of cells that provide a plurality of first services on the basis of the position of the mobile terminal in the handover state; and a instructing section that transmits a handover instruction that instructs handover to a cell of the handover destination to the mobile terminal (para. 0016). Liu et al. (Pub. No.: US 2024/0114402) disclose a handover method includes: receiving cell information of a second cell sent by a second network element, wherein the second cell is a cell managed by the second network element, and the cell information includes predicted cell load information of the second cell ; and sending a handover instruction to a terminal in a case where the cell information satisfies a preset condition, wherein the handover instruction is used for instructing the terminal to perform handover to the second cell, and the case where the cell information satisfies the preset condition at least indicates that the predicted cell load information of the second cell is lower than a configured first threshold (para. 0007). The cited prior arts, taken alone or in combination, do not disclose the claimed features of “ predict, using the first target network transfer function, a first user equipment configuration to be used by the user equipment in an event the user equipment is handed over to the first target network device; predict, using the second target network transfer function, a second user equipment configuration to be used by the user equipment in an event the user equipment is handed over to the second target network device; compare the first user equipment configuration to the second user equipment configuration; based on the comparing, determine that an experience of the user equipment would be less impacted in the event that the user equipment would be handed over from the source network device to the second target network device rather than in the event that the user equipment would be handed over from the source network device to the first target network device as a result of the second target network device admitting all packet data unit (PDU) sessions whereas the first target network device would drop a PDU session; based on the determining, send a handover request to the second target network device without sending the handover request to the first target network device, the handover request comprising: an identifier of the user equipment, the second user equipment configuration, the user equipment capability, an identifier of the second target network transfer function ” as recited in claims 16, 23 and 29 when considering each claim individually as a whole. 12-151-07 AIA 07-97 12-51-07 Claim s 16 – 32, 34 and 35 are allowed.
